They estimated implementation cost and effort by using the fee that the RODS PHDC charges for creating connections—which is set based on a prior analysis of total costs amortized over 200 connections—and the person-hours required to implement each data connection.
Table 37.2 is a Consumer Reports-type summary of the results taken from the technical report describing this study. It compares five key attributes that determine the benefits and costs of the two alternatives. In this particular experiment, the real-time system was superior to or equal to the batch system on all five attributes, making the choice for the consumer relatively simple, assuming the consumer was willing to use the PHDC facility for managing surveillance data or could create similar functionality at cost or effort that was acceptable.
