An organization may commission a decision analysis, or a research group may choose a decision problem for study. In our example, we (a research group) decided to study the decision to issue a boil-water advisory.
If this had been a study commissioned by a biosurveillance organization, the decision analyst and the organization would discuss and clarify the objectives of the analysis. In particular, they would clarify the question the analysis was intended to address, and what form the final result should take (e.g., a policy, a publication, or a set of guidelines for staff or IMTs).
